Respondents own and operate Intsel Steel West , a steel <br /> 19 <br /> 20 manufacturing business at 450 Port Road 23 , Stockton CA 95203 , (the " Site") . <br /> 21 2 . The CUPA inspected the Site on February 3 , 2017 . <br /> 22 <br /> 23 3 .
