4
Chevron
Chevron USA Inc
P D Sox 1392, Bakersfield, CA 93307 SEP 2 8 1932
ENVIRONMENTAL HEALTH 1
PERMIT/SERVICESSeptember 24, 1992
Mr-Harlin Knoll
San Joaquin County Public Health Services
Environmental Health Division
P.O. Box 2009
Stockton, California 95201
Re: Chevron USA Production/Carnation Plant
540 North Aurora Way, Stockton, CA.
Dear Mr. Knoll
Enclosed with this letter are the results of Second Quarter 1992
ground-water monitoring activities at the Chevron U.S.A. Production
facility, Carnation Lease, Stockton, California. All monitoring
activities at this site, previously owned by the Carnation Company,
were conducted by RESNA Industries.
As noted by RESNA, BETX constituents and total petroleum
hydrocarbons as gasoline (TPHg) were found only in monitoring well
#1 (MW1) . Concentration levels of toluene and xylenes were barely
above the detection level for the laboratory method and well below
their respective MCL Is. The concentration level of TPHg injMW1 was
160 parts per billion. There is currently no MCL defined for TPHg.
Ground-water monitoring since May of 1991, has never shown BETX
constituents to be at or above the mandated MCL' s. In all cases,
BETX concentration levels have attenuated with time to either "not
detected" , or 3ust above the detection limit of 0. 5 parts per
billion. Most likely, this is a result of natural degradation that
will continue down to and below the detection level.
Chevron feels that any threats to human health or the environment,
caused by formerly leaking underground fuel tanks (since 'removed)
at this site, are well below reasonable action levels. Therefore,
Chevron asks that San Joaquin County consider this site closed, and
that future ground water-monitoring be permanently suspended.
If you would like to meet with Chevron to discuss thisl, matter,
please contact Cathy Copeland at (805) 392-3364 or myself at (805)
395-6439 at your earliest convenience.
Thanks for your consideration in this important matter.
J.M. Waldron, R.G.
Senior Environmental Geologist
Attachment
