INTRODUCTION/HISTORY
Chevron U.S.A , Incorporated (Chevron) , owns property ate- 540
N. Aurora Way in Stockton, California. Three underground-,
fuel storage tanks and associated piping were removed from
d
the site in 1987. Soil samples taken from under the fill
end of the tanks were analyzed. Based on the results of the
analyses, the site was approved "closed" without further
a.''D remedial activities Due to a recent change an regulatory
requirements for lead, the soils remaining at the site
`exceeded current regulatory levels for lead under two of the
thee` tanks. As a result, further investigation of the site
was r4qujred to determine the extent of the contaminated
' soil and whAtlmr, further remediation is necessary A soil
contamination workp a re art for the as
peg required by the San Joaquin County Public Health Services,
Environmental Health Division, was submitted on October 9,
1989, This problem assessment report summarizes the results
of the investigation outlined in the workplan and presents
cc,nclusi.ons and recommendations based on its findings
The underground fuel tanks proposed for investigation were
utilized by Carnation Company at a warehouse complex located
. on property leased from Chevron. The property has been
operated as a distr-butorship for Carnation dairy food
products for over 35 years. During the last 21 years the
site has been operated by Mr. Johnny Diamond. Mr. Diamond
marketed Carnation Products with six trucks. The
-F underground fuel storage system was used by Mr. Diamond
ts, r .f Solely for fueling his trucks up until the time they were
removed. No other maintenance activities were conducted on-
sate. According to Mr. Diamond the tanks were installed and
utilized before: he began operating at the site. Therefore
rry the tanks were at the site for more than 20 years.
= The underground tanks included two gasoline and one diesel
fuel storage vessels located under a concrete pad in the
r northeast end of the Carnation lease. Piping from the fuel
storage area carried fuel to the extreme north end of the
Carnation lease where a below grade valve system switched
from one fuel tank to another before being released out of
the dispensing pump nearby.
. The tank included two 3, 500 gallon tanks and one 4,000
gallon tank. One of the 3, 500 gallon tanks and the 4,000
gallon tank are the tanks that contained leaded gasoline and
the subject of further investigation. The tanks were
located fifty feet north of the Carnation warehouse and 185
feet north of Tremont Street. No se tic tanks, private or
mun_ xcipal. wQ is were known to be in the imme ate vicinity
I
