(AECOM) is
submitting this letter notifying California Environmental Protection Agency Department of Toxic
Substances Control (DTSC)that the three monitoring wells (MW-1, MW-2, and MW-3) at the former Tyco
Electronics Facility located at 1950 West Fremont Street in Stockton, California (the site) were properly
destroyed. Shown on Figure 1, the wells were installed in June 2008 as part of the Preliminary
Endangerment Assessment (PEA) process. In a letter dated September 28, 2009, DTSC concurred that
no further groundwater monitoring was needed at the site and provided approval for abandoning the wells
in accordance with California Well Standards.
On June 30, 2011, the three wells were destroyed under the oversight of San Joaquin County
Environmental Health (SJCEH) under Permit No. 62828 (see Attachment A). A licensed C-57 driller, RSI
Drilling of Woodland, California, destroyed the wells by removing the well boxes and over-drilling the wells
using 10-inch outer diameter hollow stem augers. The borings were subsequently grouted to the surface
using neat cement.
The cuttings and equipment rinse water from the well destruction activities were placed into 55-gallon
drums and temporarily stored on-site pending profiling and disposal facility acceptance. On July 7, 2011,
Integrated Wastestream Management, Inc., a licensed waste hauler, picked up the four 55-gallon drums
for transportation to appropriate disposal facilities. The three drums of non-hazardous soil and well debris
were disposed at Republic Services' Vasco Road Landfill in Livermore, California, while the drum of non-
hazardous equipment rinse water was disposed at Seaport Refining and Environmental's facility in
To enhance and sustain the world's built, natural and social environments
