N
.,
II II .'1
E
' beneath a shop building on the property. It had been reported as
being 1 ,000 gallon in capacity. When the site was uncovered on
June 13, 1989, it was determined that the tank size was 504
gallons instead of 1 ,000. The original plan to close in place
was not implemented since the contractor, JTO, was able to remove
the tank intact.
A soil sample was taken from beneath the center of the removed
tank site bylCanonie, (now Weston, ) environmental laboratory
personel , with instructions to test for BTEX, TEPH, chloronated f
hydrocarbons; PCB, and ICP-metals. The excavation was filled
4 with pea gravel , covered with concrete, and restored to its '
original condition.
The results o f the laboratory analyzes, (included in Exhibit C, )
E revealed that BTEX, TEPH, Cl HC, and PCB 's were all 'below
detection limits. However , concentrations of some of the metals
exceeded EHDilallowable levels, and additional work was requested;
refer to Exhibit 8 for a copy of that letter. The ICAP "short
list" - EPA Method 6010 TTLC; (Cadmium`, Chromium, Lead, Nickel „
and Zinc, ) was requested by Mr. Michael Collins of the EHD staff
to verify that levels were low enough to allow site closure. As
a result of that correspondence, WJH prepared a workplan for
' taking another soil sample from beneath the site of the removed
tank utilizing an auger rig with slant-drilling capabilities. A
copy of that workplan is attached as Exhibit A.
1
DETAILS OF LATEST INVESTIGATIVE WORK: E
ii
After approval of the warkplan by the County, and waiting for rig
Ei availability, work began on October '?3, using Spectrum Exploration
Co. equipment - Van Leonard, driller under the direction of Wm.
Hunter , RG. A location had been selected as shown on Figure 1 of
the workplan; and because of the thickness of the concrete in the
driveway, it'lwas necessary to use an air-powered jack hammer to
make a, hole for the drill b i t and anger flights. After preparing
the location; the rig set up with the mast at a 45-degree angle
as programme6. Drilling commenced at 11:00AM under the
supervision 64- Mr. Hunter and Michael ;Collins of the EHD. The
E augering assembly consisted of 5 ' lengths of clean, ;. 7 1/4" OD
E{ flights. The first 6" to one foot of 'sail was a black, slightly
sticky loam; from there to bottom sediments consisted of brown to
I buff-colored. plastic clay, slightly damp, with a few grains of
fine-to medium sand, and occassional small inclusions of
E carbonaceous'lplant material . There were no odors or evidence of
it staining or contamination. After reaching a drilled depth of
20 feet, an 18" California Modified split-spoon sampler was
prepared, which contained 3-6"X2`" clean brass tubes That
2
