Fremont St. RO#: 0000428
Stockton, CA. 95205
San Joaquin County Environmental Health Department (EHD) has reviewed the
"Quarterly Groundwater Monitoring Report-- Second Quarter 2002" dated June
19, 2002 as submitted by your consultant, Horizon Environmental Inc. on June
21, 2002. Recommendations included in this report requested comments from
the EHD "regarding the suitability of the site for closure". The following
comments are offered for your consideration.
As stated in EHD correspondence dated January 8, 2002, sites with
contaminants detected in the groundwater that exceed maximum contaminant
levels (MCL) are to continue their investigation and define the lateral and vertical
limits of those contaminants before a request for `site closure' (no further action-
NFA) can be evaluated.
On May 2, 2002 1,2-Dichloroethane (DCA) was detected in the groundwater
samples from all three (onsite) monitoring wells, with MW-2 reporting the highest
concentration yet detected on the site at 210 ug/l. With DCA groundwater
contamination exceeding MCL of 0.5 ug/l, the groundwater impact from this UST
site cannot be considered laterally or vertically delineated and further
investigation is required.
All UST sites with contaminated groundwater and undefined lateral limits must
also identify surrounding sensitive receptors, (domestic and municipal drinking
water wells, surface waters, etc.) before NFA requests can be evaluated. Please
conduct a 2000-foot radius sensitive receptor search around the site and submit
the findings to EHD in a timely manner. EHD will sign off the official request
required to review Department of Water Resources (DWR) files when your
consultant submits it to EHD.
