Fremont St. RO#: 0000428 <br /> Stockton, CA. 95205 <br /> San Joaquin County Environmental Health Department (EHD) has reviewed the <br /> "Quarterly Groundwater Monitoring Report— Fourth Quarter 2001" dated <br /> December 17, 2001 as submitted by your consultant, Horizon Environmental Inc. <br /> on December 31, 2001 and has the following comments. <br /> Recommendations included in this report have indicated that due to "no <br /> reportable benzene or MTBE concentrations in the three site wells for the past <br /> six months'; your consultant will be preparing a Closure Report. Although <br /> Benzene and MTBE are constituents of major concern with all underground <br /> storage tank (UST) sites, the status of other constituents of concern will need to <br /> be resolved before EHD would consider a request for No Further Action (NFA) <br /> for this site. <br /> Elevated concentrations of Total Petroleum as Motor Oil (TPH-mo) and Total Oil <br /> and Grease (TOG) were detected in the soil at the time of the UST <br /> removal/replacement in October 1998. On November 2, 2000, the groundwater <br /> sample from MW-1 contained 200 ug/I of TPH-mo. Water samples from MW-2 <br /> and MW-3 were never analyzed for TPH-mo and TOG and samples from MW-1 <br /> have not been analyzed for TPH-mo or TOG since November 2000. <br /> On November 2, 2000 1,2-Dichloroethane (DCA) was detected in water samples <br /> from MW-2 and MW-3 at 160 ug/l. There has not been another DCA analysis <br /> since November 2000. In addition, Lead, and Ethylene dibromide (EDB) have <br /> not been analyzed for in any monitoring well. The status of these constituents <br /> must be evaluated before NFA requests can be considered. <br /> Please conduct two consecutive quarterly sampling events for all wells at this site <br /> and include the above noted constituents as well as TPH as gasoline, BTEX, and <br /> the seven oxygenates. As a reminder, EPA Method 8020 should not be used for <br /> MTBE analysis. EPA Method 8260B is acceptable for most of these constituents <br /> and may only be utilized by laboratories certified under Department of Health <br /> Services for the LUFT sampling protocol. <br /> A Division of San Joaquin County Health Cate Services <br />
