The
well destruction work plan and permit applications should be ready for submittal soon.
Horizon has removed Quik Stop 39 from the 01 2010 monitoring schedule.
Who has been awarded (if the term can be applied here) Margaret's.position at EHD?
Thanks, Mike.
Rex
From: Mike Infurna [EH] [mai Ito:M Infurna@sj cehd.com]
Sent: Friday, January 15, 2010 8:24 AM
To: Rex Smith
Subject: RE: Quik Stop 39, 2285 Fremont St, Stockton
I approved the NFAR.
Nuel approved it.
Jim Barton is aware and has not expressed resistance.
Margaret's replacement is working on the paperwork now in preparation of sending
the official 30-day notice up to the CVRWQCB stating the EHD has deemed the
investigation/remediation as adequate and complete. They have 30-days to agree
or take the site over.
now that the holidays have definately passed, our work load is back to full attention.
I anticipate the notice leaving our office in January. Allow 30 days from the
time Quik Stop gets their copy. (they are on the cc list of the notification addressed
to the CVRWQCB Executive Officer).
Assuming the best, I'll be asking you for a 'methods & materials' proposal for
removing the wells. Remember, wells with detectable contamination in them must
have the 'contents removed' or 'exploded in place'. Clean, non-detect wells may be
pressure grouted. Pressure grouted wells have SJC Well Standards requirements
that include a large hole at the surface for a deep grout cap. History has shown this
to be labor intensive and typically not included in bids with the driller by
consultants. Time, labor, and materials typically exceed the uneducated bid.
Each permit application (one per parcel. I figure three. 1-onsite, 2- offsite City
ROW, and 3- the church) needs its own $60 fee/check.
1/21/2010
