Fremont Street CUF#: 14862
Stockton, CA 95205 Geotracker ID#: T0607700845
The San Joaquin County Environmental Health Department (EHD) has reviewed
Technical Justification for "No Further Action Required" dated June 30, 2009 that was
prepared by Horizon Environmental Inc.
In correspondence dated May 13, 2009, the EHD commented on conclusions your
consultant included in the report of findings for field work conducted in August 2008. It
was the conclusion of your consultant that the site investigation was complete,
remediation was not needed, and that the site should be considered for no further
action.
The EHD notified you in this letter that a soil vapor intrusion evaluation was needed
before a no further action request could be approved. The EHD advised you to provide
a work plan to gather and analyze soil vapor samples for evaluation against the San
Francisco Bay Regional Water Quality Control Board (SFBRWQCB), Environmental
Screening Levels (ESL), or to provide technical justification that the dissolved 1,2-
dichloroethane (DCA) in the ground water would not provide contaminant vapor to the
surface, to the building, or to the public. The technical justification option was chosen
by your consultant.
The EHD has evaluated the data and your consultant's comments in the technical
justification and has concluded that the plume is characterized adequately and that no
remediation is needed. You may submit a No Further Action report (NFAR) to the EHD.
Please follow the format included in the Tri-Regional Guidelines, Appendix A-Reporting,
section 6.6 for the minimum inclusions required in the report.
2285 Fremont NFAR CML 7-17-2009.doc
