Fremont St. RO#: 0000428
Stockton, CA. 95205
WORK PLAN: Letter Work Plan for Additional Ground water
Investigation
DATED: December 29, 2005
PREPARED BY: Horizon Environmental Inc. — Rexford K. Smith, RG.
STATUS: APPROVED, with conditions noted below.
ADEQUATE AND NECESSARY ELEMENTS OF THE WORK PLAN fH&S
25296.10, subd(c)(3)1:
• install one onsite (MW-7) and one offsite monitoring well (MW-8) to
define the 1,2-DCA impacted ground water plume as required by EHD
and,
• Submit report of findings to EHD.
COMMENTS AND CONDITIONS:
• The report of findings is to be in the format of a Site Conceptual
Model (SCM) due at EHD within 60-days after these two monitoring
wells are installed. The SCM shall include an evaluation of the
nature and extent of the petroleum contaminant mass and
recommendations and date for the next phase of work at this site.
• Ensure an adequate number of soil samples are collected and
analyzed to support conclusions that the extent of the soil mass is
laterally and vertically delineated for the former UST constituents.
Remedial action plans and requests for no further action approvals
are based on an understanding of the nature and potential of the
residual soil to continue to impact the ground water below the site.
Conclusions that are not based on data collected in the field cannot
be used for support for remedial action plans or no further action.
Further investigation could be required by EHD.
