Perry Pineda and Gurginder Singh:
The San Joaquin County Environmental Health Department (EHD) has received and reviewed
Case Closure Request — Revised, dated 14 October 2013, and uploaded to GeoTracker on 02
May 2014. A closure summary report was directed by the EHD by letter dated 06 May 2013, and
Case Closure Request — Revised was prepared and submitted by your consulting firm,
Conestoga-Rovers &Associates (CRA), on your behalf for the above-referenced site.
Included in Case Closure Request—Revised was an evaluation of site conditions in the context of
the Low-threat Closure Policy (LTCP) adopted by the State Water Resources Control Board on 17
August 2012, and Tri-Regional Guidelines - Appendix A — Table 1, published by the California
Environmental Protection Agency Central Valley Regional Water Quality Control Board. Based on
the information presented in Case Closure Request — Revised, CRA concluded that this site is
eligible for case closure.
The EHD concurs with the closure recommendation presented by CRA and has discussed this
site with the Central Valley Regional Water Quality Control Board (Regional Board). The EHD is
preparing a Case Closure Summary to submit to the Regional Board for closure notification. The
Regional Board will have thirty days to respond to the closure recommendation by the EHD.
As required by the LTCP, "municipal and county water districts, water replenishment districts,
special act districts with groundwater management authority, agencies with authority to issue
building permits for land affected by the petroleum release, owners and occupants of the property
impacted by the petroleum release, and the owners and occupants of all parcels adjacent to the
impacted property' must be notified of the pending case closure and of their opportunity to submit
comments or questions regarding the pending closure to this agency. The EHD has received and
is reviewing the draft public notice fact sheet and list of agencies and owners and occupants of all
parcels adjacent to the impacted property that have been submitted by CRA. The final public
notice will be distributed to the appropriate recipients by CRA once it has been approved by this
agency.
