Denis Brown and Gurginder Singh: <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed historical data <br /> for the above-referenced site and has completed the Low-threat Closure Policy (LTCP) <br /> Checklist to determine whether site conditions satisfy the general and media-specific criteria <br /> established in the Low-threat Underground Storage Tank Case Closure Policy enacted by the <br /> State Water Resources Control Board (State Water Board) on 17 August 2012. The EHD has <br /> also met with the California Regional Water Quality Control Board Central Valley Region <br /> (CRWQCBCVR) to discuss closure consideration of this case. <br /> The EHD requires additional information before moving this site to closure. The EHD directs <br /> that a closure summary report be submitted to this agency by 24 June 2013 that: <br /> • Addresses the increased contaminant concentrations in groundwater collected from <br /> monitoring well S-1 on 04 June 2012; although concentrations of total petroleum <br /> hydrocarbons as gasoline (TPHg), benzene, toluene, ethylbenzene, methyl tertiary-butyl <br /> ether (MTBE), tertiary-butyl alcohol (TBA), di-isopropyl ether (DIPE), 1,2-dichioroethane <br /> (1,2-DCA) and 1,2-dibromoethane (EDB) dropped significantly during the fourth quarter <br /> 2012 sampling event, these contaminants of concern peaked at all-time highs during the <br /> second quarter 2012 sampling event, when compared to the analytical concentrations <br /> collected during the previous seven years; <br /> • Addresses the failure of this site to meet any of the groundwater specific criteria <br /> scenarios presented in the LTCP checklist; <br /> Includes Table 1 — Checklist of Required Data for No Further Action Requests at <br /> Underground Tank Sites (Appendix A — Reports, Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigation and Evaluation of Underground Tank <br /> Sites), dated 16 April 2004, published by the California Environmental Protection Agency <br /> CRWQCBCVR; <br />
