Denis Brown and Gurginder Singh: The San Joaquin County Environmental Health Department (EHD) has reviewed historical data for the above-referenced site and has completed the Low-threat Closure Policy (LTCP) Checklist to determine whether site conditions satisfy the general and media-specific criteria established in the Low-threat Underground Storage Tank Case Closure Policy enacted by the State Water Resources Control Board (State Water Board) on 17 August 2012. The EHD has also met with the California Regional Water Quality Control Board Central Valley Region (CRWQCBCVR) to discuss closure consideration of this case. The EHD requires additional information before moving this site to closure. The EHD directs that a closure summary report be submitted to this agency by 24 June 2013 that: • Addresses the increased contaminant concentrations in groundwater collected from monitoring well S-1 on 04 June 2012; although concentrations of total petroleum hydrocarbons as gasoline (TPHg), benzene, toluene, ethylbenzene, methyl tertiary-butyl ether (MTBE), tertiary-butyl alcohol (TBA), di-isopropyl ether (DIPE), 1,2-dichioroethane (1,2-DCA) and 1,2-dibromoethane (EDB) dropped significantly during the fourth quarter 2012 sampling event, these contaminants of concern peaked at all-time highs during the second quarter 2012 sampling event, when compared to the analytical concentrations collected during the previous seven years; • Addresses the failure of this site to meet any of the groundwater specific criteria scenarios presented in the LTCP checklist; Includes Table 1 — Checklist of Required Data for No Further Action Requests at Underground Tank Sites (Appendix A — Reports, Tri-Regional Board Staff Recommendations for Preliminary Investigation and Evaluation of Underground Tank Sites), dated 16 April 2004, published by the California Environmental Protection Agency CRWQCBCVR;
