Box 388 <br /> Stockton, CA 95201-0388 <br /> RE: Stockton Terminal 2" Pipe Abandon in Place <br /> Dear Pam: <br /> On November 8 , 1993 both yourself and Eric Trevena conducted an <br /> inspection/audit of the BP Oil Stockton terminal underground <br /> storage tank system integrity and operating procedures. As a result <br /> of this inspection you asked that certain tests and modifications <br /> be performed on our system. I'd like to respond to your requests. <br /> Our tank No. 7 heating fuel tank required some minor modifications. <br /> Within two weeks of your visit we pumped the surface water, which <br /> had accumulated in the sump area, out to our load rack drain <br /> system. We also fitted the tank casing cover with a watertight seal <br /> around the tank fill pipe so that no more surface water enters this <br /> sump area. <br /> On December 1 , 1993 we had our 2" discharge line from the vapor <br /> knockout tank tested. The line held 50 pounds of pressure for the <br /> first 15 minutes and then the pressure dropped off at a rate of 2 <br /> pounds per minute after that. The line was then disconnected at the <br /> sump pump and capped and tested again. This time the line began to <br /> lose pressure right away. Attached is a copy of the documentation <br /> for the testing. <br /> Since this line has not been used for the last two years and then <br /> extremely infrequently prior to that, our decision is to not <br /> replace the line and to abandon it in place. Please let me know if <br /> there are any required procedures necessary for us to perform in <br /> order to abandon this line as planned. Thank You. <br /> Paul J.
