r
.page 2,2804 Fremont Street
recommendation to conduct full time remediation. It is the understanding of SJC/EHD.that
ATC.has already ordered the catalytic oxidizer unit from Solleco, and has applied to the
San Joaquin Valley.Air Pollution Control. District for a permit to operate an SVE
remediation system. .The deadline for implementation of the full time.SVE system is
April.28, 2006... A report of findings detailing the system and startup data is.due.for .
submittal.no later.than June 27, 2006.
The. Report was written in response to an SJC/EHD.directive to submit a report comparing
the.feasibility, costs and.technical evaluation of. implementing full-time SVE,.and.possibly
adding an air sparging system, versus continuing the intermittent SVE events.. You were
also directed.to continue conducting the.monthly SVE events.. However, the.monthly
events have not been conducted.since October 2005. You are out of compliance.for
failing to continue.the.monthly.SVE events.. Please remember that being. in compliance
with regulatory.directives is one condition of eligibility for reimbursement of costs from the.
State.Water.Resources Control Board Cleanup. Fund.
A review of historical.records for this site indicates.that in 1972 a county permit was.
issued for the.installation of an 800-gallon grease and sand trap, which was.connected to
a 40-foot leach line leading to a 48-inch diameter, 25-foot deep drain pit...A map.on the
permit shows this system was.located on the east side of.the Diesel Performance .
maintenance shop.. SJCIEHD.is.concerned that this system still exists at the site and may
be contributing to.the.contamination issues at this site. . Please provide documentation,to. j
SJC/EHD that this.system has been removed from the site..
If you.have any questions please.call Lori Duncan at (209).468-0337.,
Donna Heran,.
