Fremont Street <br /> Stockton CA 95205 <br /> San Joaquin County Environmental Health Department(SJC/EHD) has reviewed "Monitoring <br /> Report Second Quarter 2003" dated June 6, 2003 that was prepared on your behalf by ATC <br /> Associates, Inc. (ATC)and has the following comments. <br /> The report documents a routine quarterly groundwater monitoring and sampling event that took <br /> place on April 7, 2003. In the report,ATC recommends that due to decreasing concentrations of <br /> contaminants in the reported groundwater sample analysis, the site be considered for low-risk <br /> closure. SJC/EHD does not concur with this recommendation at this time. The decreasing <br /> concentrations of contaminants in the groundwater have coincided with a decrease in the <br /> groundwater elevation, to site historic low depths below the zones of documented soil <br /> contamination. <br /> A soil vapor extraction (SVE) pilot test was completed in December 2001. In a report dated <br /> November 19, 2002 ATC reported the results of the test and recommended the use of SVE as a <br /> remedial option for this site. SJCIEHD concurred with this recommendation, and in <br /> correspondence dated January 27, 2003, directed the submittal of a corrective action plan (CAP). <br /> Please proceed with submittal of the proposed CAP. Please include in the CAP a calculation of <br /> contaminant mass remaining in the soil, and a site conceptual model (SCM)with maps and cross <br /> sections showing the site hydrogeological framework, potential contaminant migration pathways, <br /> and a rose diagram,of the groundwater flow direction. The CAP and SCM are due no later than <br /> August 18, 2003.
