page 2, 2804 Fremont Street
The report recommends preparation of a Corrective Action Plan (CAP) for the site. While
concentrations of contaminants in the monitoring wells decreased somewhat as of the last
reported sampling event, SJCIEHD agrees with the recommendation to proceed with
preparation of a CAP. Soil contamination has been documented at this site, at
concentrations up to,1,900 milligrams per kilogram (mg/kg) total petroleum hydrocarbons
as gasoline, and to depths of 46 bsg in the source area. Please include in the CAP a
calculation of contaminant mass remaining in both soil and groundwater, and a rose
diagram documenting the groundwater flow direction history. Per the California Code of
Regulations, Title 23, Division 3, Chapter 16, Article 11, section 2725, a feasibility study
must be included in the CAP, and must evaluate at least two remedial alternatives and
compare them for their ability to remediate the contamination and for cost effectiveness.
If you have any questions or comments please call Lori Duncan at (209)468-0337.
Donna Heran, RENS, Director
Environmental Health Department
Lori Duncan, Senior REHS Nuel C.
