Advanced
GeoEnvlronmental , Inc . , -e
05 July 2001
AGE-NC Project No. 97-0327
Mr. Sam Savig
San Joaquin County Public Health Services - Environmental Health Division
304 East Weber Avenue, Third floor
Stockton, California 95202 .-
Subject: Disposal Options for Stockpiled Hydrocarbon-Impacted Soil
Grewal's Market
4100 East Fremont Street, Stockton, California
Dear Mr. Savig:
At the request of Mr. Rick Grewal of Grewal's Market,Advanced GeoEnvironmental, Inc. (AGE)
has prepared the following hydrocarbon-impacted stockpiled soil feasibility analysis for San Joaquin
County Public Health Services - Environmental Health Division (PHS-EHD) approval at 4100 East
Fremont Street in Stockton, California (site). The site setting is illustrated on Figure 1.
Two 6,000-gallon gasoline underground storage tanks (USTs), one 10,000-gallon diesel UST, file]
dispensers and associated product lines were removed from the site in July 1998. Under the
supervision of the PHS-EHD, soil samples were collected beneath the former UST locations at
depths between 18 and 20 feet bsg and from stockpiled soil. The approximate locations of the former
USTs, product piping and dispensers are shown on Figure 2; analytical results of USI' removal soil
samples are summarized in Table 1.
As a result of UST removal activities, approximately 570 cubic yards of hydrocarbon-impacted
stockpiled soil remained at the site. Stockpiled soil sample analysis indicated that the soil was
significantly impacted with hydrocarbons; because of the potential impact to ground water, the soil
could not utilized for backfill purposes. According to San Joaquin County Public Health Services -
Environmental Health Division (PHS-EHD) and California Regional Water Quality Control Board
(RWQCB) - Central Valley Region policies, the hydrocarbon-impacted soil could not be used as
backfill material off-site nor transported to another property owned by the generator for treatment.
Therefore, the soil either had to be treated on-site or transported off-site for treatment of disposal at
a regulated facility.
Thereforc, AGE examined the following methods of treatment and/or disposal of the hydrocarbon-
impacted stockpiled soil:
837 Shaw Road, Srockton, Caliiuriiia `S'1
"[cicphone 1209, 'i6I-lO()( FAX (2w)i =i(, i ] l
