Wiget Lane ENVIRONMENT HEALTH <br /> Walnut Creek, CA 94598 PERMIT/SERVICES <br /> FIRST QUARTER 2008 GROUNDWATER MONITORING REPORT, PG&E FRENCH CAMP <br /> GENERAL CONSTRUCTION YARD, FRENCH CAMP, SAN JOAQUIN COUNTY <br /> California Regional Water Quality Control Board — Central Valley Region (Regional Water <br /> Board) staff reviewed the 21 March 2008 First Quarter 2008 Groundwater Monitoring Report <br /> (Report) submitted by SECOR International, Inc. (SECOR). SECOR submitted the Report on <br /> behalf of Pacific Gas & Electric Company (PG&E) for the general construction yard at <br /> 401 East French Camp Road in French Camp (Site). <br /> PG&E has used the Site since the late 1950s as a general construction yard, and in 1991 <br /> PG&E purchased the Site. In 2005 and 2006, PG&E completed two separate soil <br /> investigations near the former ConVault and steel aboveground tank (AGT) locations. Soil <br /> samples contained elevated levels of petroleum hydrocarbons. In February 2007, PG&E <br /> excavated about 40 cubic yards of petroleum contaminated soil. In April 2007, PG&E <br /> conducted an additional investigation, and in May 2007 installed three monitoring wells. <br /> On 13 February 2008, PG&E conducted the first quarter 2008 sampling event. Groundwater <br /> flow was toward the west, whereas in November 2007 flow was toward the north-northwest <br /> and in May 2007 flow was to the southeast. Total petroleum hydrocarbons as diesel (TPHd) <br /> was the only compound detected, and it was only detected in MW-1 at a concentration of <br /> 150 micrograms per liter. <br /> Our comments are listed below: <br /> 1. The Report recommends additional quarterly monitoring events to confirm groundwater <br /> conditions at the Site. Regional Water Board staff concur with this recommendation. <br /> PG&E should perform two additional sampling events (second quarter 2008 and third <br /> quarter 2008). The quarterly reports are due by 1 August 2008 and 1 November 2008. <br /> Attachment 1 provides the information that needs to be included in the monitoring <br /> reports. <br /> 2. A review of the State Water Resources Control Board's (State Water Board) <br /> GeoTracker database indicates that none of the required information has been <br /> submitted. The GeoTracker Global Identification number for this Site is <br /> SL0607753482. Please ensure that you have access to this Site as the Responsible <br /> Party to allow for review and submission of documents.
