Rickman
Groundwater Monitoring Plan
Contaminated Soil Stockpile
Stockton Soil Treatment Facility
Introduction
Per your request, we have prepared a groundwater monitoring plan for the
Stockton Soil Treatment facility. Ogden Environmental Services is undergoing
permitting processes to establish a permanent treatment facility at the Stockton
site. This groundwater monitoring plan has been prepared to meet the
requirements set forth in the California Administrative Code (C.A.C.) Title 23,
Subchapter 15 relative to water quality monitoring for classified waste
management units.
Project Background
The existing contaminated stockpile at the site was constructed in October
1988, as part of the former Tillie Lewis Foods Cannery Site Remediation. Soil
borings completed in the vicinity of the stockpile indicate that the subsurface
soils consist of firm to stiff silty clays with layers of loose to medium dense
silty sands. Groundwater was first encountered at a depth of about 10 feet below
ground surface. Groundwater levels measured in site monitoring wells on four
separate occasions over a one year period (March 1987 to March 1988) yielded a
groundwater flow direction ranging from north to east-northeast.
The stockpile has previously contained soil contaminated with #6 fuel oil
from the former Tillie Lewis site remediation project. The Stockton Soils
Treatement facility proposes to accept and treat hydrocarbon contamination that
is not included on the federal, EPA RCRA list of hazardous wastes and, addi-
tionally, is not a listed waste.
Proposed Monitoring Plan
The proposed groundwater monitoring program will consist of installing two
downgradient and one upgradient monitoring wells, collecting soil samples during
o urs Lash^an Amn ur b ue.Cai/ ,. yl;
X80'.n 644 8535 FAX 5011 Fs?
A member of the Fugro-McClelland group of companies
1640A/B-1
