STATE OF CAUFORNI1► -
_ AL GEORGE DEUKMEJIAN,Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD—
CENTRAL VALLEY REGION _
3443 ROUTIER ROAD
SACRAMENTO,CA 95827-3098
17 February 1989
Mr. Ken Thouvenot
Progresso Foods Company
400 South Fourth Street
St. Louis, MS 63102
Excavation Closure at Tillie Lewis Foods Cannery, Stockton, San
Joaquin County
Regional Board staff have reviewed your proposed closure plan for the site and
discussed it with the San Joaquin Local Health District (District). Based upon
the chromatographic analyses sent to us by your consultant, McClelland
Engineers (McClelland), it appears that the excavation of approximately 10,000
cubic yards of soil has removed the gross contamination. Ale, therefore, have
no objections to refilling the pit according to the plan agreed to by us and the
District.
McClelland will be sending us drilling records of the perimeter wells used to
dewater the site. We will review them to determine whether any may be
suitable as monitoring wells for future work which may be needed. You had
requested that some southern perimeter wells be destroyed so the refilling of
the pit could proceed expeditiously. So long as a minimum number of wells are
destroyed, we can agree to the procedure. Upon review of the pit closure, well
placement, nearby contamination problems, and your current monitoring data,
a decision can be made regarding the need for future monitoring.
In the meantime McClelland will be submitting the responses to Jon Marshack's
request for data about the slurry pond and disposal area. When these are
evaluated, we can prepare our final response concerning the site.
If you have any questions, please phone me at (916) 361 - 5740.
Gordon Lee Boggs
Underground Tank
Program Coordinator
GLB:glb
lwm,kUA
