STATE OF CALIFORNIA—HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, Governor <br /> Y DEPARTMENT OF HEALTH SERVICES <br /> 4 P STREET <br /> SACRAMENTO, CA 95814 <br /> Toxic Substances control Division SEP 2 91988 <br /> Alternative Technology Section <br /> ENVIRONMENTAL <br /> LTH <br /> FACT SHEET I SERV!CES <br /> SEP 2.6 1988 <br /> OGDEN FOOD PRODUCTS CORPORATION <br /> Former Tillie Lewis Foods Cannery Site <br /> 1405 South Fresno Avenue <br /> Stockton, California <br /> The Department of Health Services has recently approved a permit <br /> variance for a demonstration project in which Ogden Environmental <br /> Services, Inc. would treat approximately 7 , 000 cubic yards of soil <br /> that has been contaminated with fuel oil. <br /> As part of the Department' s efforts to keep the local public <br /> informed of projects in which it is involved, the Department is <br /> distributing this fact sheet to residents, local elected officials, <br /> environmental groups, local agencies and other interested parties. <br /> Project Description <br /> Ogden Environmental Services (OES) plans to demonstrate their <br /> Circulating Bed Combustor (CBC) technology to clean up soil <br /> contaminated with fuel oil at Ogden Food Products Corporation, <br /> formerly the Tillie Lewis Foods Cannery at 1405 South Fresno <br /> Avenue, Stockton, California (see map attached) . The CBC is an <br /> incinerator which uses temperatures between 1450 and 1800 degrees <br /> Fahrenheit to burn hazardous wastes. <br /> The initial start up is scheduled to begin in October or November <br /> and the project may continue for up to nine months. The Department <br /> will oversee and monitor the project and have set restrictions in <br /> the permit variance to ensure public health and the environment are <br /> protected. <br /> Extent of Contamination <br /> The site at 1405 South Fresno Avenue is presently vacant and for <br /> sale or lease. During the years it operated as a food processing <br /> and canning plant, fuel oil was burned to heat boilers used in the <br /> process. This fuel oil, called number 6 fuel oil, was stored in a <br /> concrete underground storage tank which held approximately 40, 000 <br /> gallons. Leaks occurred in this tank and/or attached piping over a <br /> period of time, causing contamination of soil and groundwater. The <br /> tank has been removed, extraction wells to dewater the contaminated <br /> soil are being installed and 7, 000 cubic yards of contaminated soil <br /> will be excavated for treatment in the CBC incinerator. There is <br /> no indication the fuel oil has migrated off the property. Number 6 <br /> fuel oil is an oil of thicker consistency than car motor oil, but <br /> is considered hazardous by the State because of its ignitable <br /> properties.
