Aesthetics <br /> Production of Light or Glare <br /> Setting and Analysis: <br /> Security lighting will be installed throughout the project <br /> site, as well as area lighting for illumination of night- <br /> time work areas . Although the project site is within an <br /> industrial area, lighting should be directed away from <br /> adjacent properties and Navy Drive in order to reduce off- <br /> site glare conditions . <br /> Mitigation Measure: <br /> a. All area and security lighting should be directed away <br /> from adjacent properties or shielded so that the light <br /> source is not visible from off-site. <br /> 13 . Land Use <br /> Setting a Land Use Precedent <br /> Setting and Analysis: <br /> The Stockton Soil Treatment Facility is a proto-type project <br /> for the treatment of hydrocarbon contaminated soils . if <br /> this venture is successful , it may very well encourage other <br /> similar operations to locate in the area. <br /> Mitigation Measures: <br /> None proposed. <br /> Conflict with Adopted Plans <br /> Setting and Analysis: <br /> The San Joaquin County Solid Waste Management Plan (SWMP) <br /> does not recognize the proposed project . In order to be <br /> consistent with the SWMP , an amendment is necessary. <br /> Mitigation Measure: <br /> a. The San Joaquin County Solid Waste Management Plan <br /> should be amended to include the Stockton Soil Treatment <br /> Facility project as a solid waste facility. <br /> 27 <br />
