MONITORING AND REPORTING PROGRAM ORDER NO, R5-2008-0149-010 <br /> BARNES TRUCKING FACILITY <br /> SAN JOAQUIN COUNTY <br /> (c) Any person discharging hazardous waste, as defined in Section 25117 of the Health and <br /> Safety Code, who knowingly fails or refuses to furnish technical or monitoring program reports <br /> as required by subdivision (b) of Section 13267, or who knowingly falsifies any information <br /> provided in those technical or monitoring program reports, is guilty of a misdemeanor, may be <br /> civilly liable in accordance with subdivision (d). <br /> (d)(1) Civil liability may be administratively imposed by a regional board in accordance with <br /> Article 2.5 (commencing with Section 13323) of Chapter 5 for a violation of subdivision (c) in <br /> an amount which shall not exceed five thousand dollars ($5,000) for each day in which the <br /> violation occurs. <br /> It is Hereby Ordered that the Discharger shall comply with the following Monitoring and <br /> Reporting Program requirements: <br /> GENERAL REQUIREMENTS <br /> 1 . All samples should be representative of the volume and nature of the discharge or matrix of <br /> material sampled. The time, date, and location of each grab sample shall be recorded on the <br /> legal chain-of-custody form. <br /> GROUNDWATER MONITORING <br /> 2 . Site wells are screened as high as 5 feet bgs and as deep as 30 feet bgs, with varying <br /> screen lengths and intervals. Each well is segregated below by: 1) the zone the well is <br /> screened within, 2) the category of well depth (deep or shallow), and 3) the well <br /> treatment category (treatment zone, upgradienbbackground, transition zone, and <br /> compliance zone).
