San Joaquin County
Environmental Health Department DIRECTOR
600 East Main Street Donna Heran, RENS
U): < PROGRAM COORDINATORS
Stockton , California 9520203029
Robert McClellon, REHS
Jeff Carruesco, REHS, RDI
• 6rKasey Foley, REHS
Website: www.sjgov. org/ehd
Phone : (209) 468-3420
Fax : (209) 464m0138
August 4, 2010
Floyd Barnes
9477 Fountain Valley
Stockton , CA 95209
Subject: Barnes Trucking
1817 Fresno Avenue
Stockton , CA 95206
Dear Mr. Barnes,
The San Joaquin County Environmental Health Department (EHD) has reviewed .Remedial
Action Plan (RAP) dated July 21 , 2010, submitted on your behalf by Clearwater Group
(Clearwater) and has the following comments .
The RAP was submitted following additional site investigation and conductance of a bench
scale test for chemical oxidation . The results of those two events were documented in
separate reports. Clearwater proposes in the RAP, based on the results of the bench scale
test, to conduct site remediation by In Situ Chemical Oxidation ( ISCO) utilizing hydrogen
peroxide (5%) and iron catalyst (5%) with no pH adjustment. The targeted area will be
dewatered concurrently with the proposed injection .
The EHD approves the proposal to conduct site remediation by ISCO , but comments that
water used in preparation of the injectant must be potable water. Please proceed with
obtaining a waste discharge permit from the Regional Water Quality Control Board , Central
Valley Region (RWQCB) to conduct the injection. When you have the RWQCB permit, you
may submit permits and fees to the EHD for the injection borings. The EHD has provided
public notification of the proposed remedial action; the public has 30 days in which to provide
comment on the proposed action , after which final approval to proceed with implementation
may be made .
If you have any questions please contact Lori Duncan at (209) 468-0337 or by email at
Iduncan@sjcehd . com.
Sincerely, /
Lori Duncan , REHS Nuel C.
