This Updated CAP is being prepared at the request of the <br /> San Joaquin County Public Health Services Environmental Health Department (SJCPHS-EHD), <br /> in-a-letter-dated-December-17 2009-(Attachment 1). A Site Location-Map-is provids <br /> Figure 1, and a Site Plan is provided as Figure 2. The 2002 CAP was fin-ther detailed in our <br /> December 31, 2003 correspondence titled Addendum to Corrective Action Plan, Explanation of <br /> Oxygen Infusion System Technology. <br /> BACKGROUND <br /> Between the third quarter 2004 to the second quarter of 2009, the oxygen infusion system was <br /> operated at the site in a network of 12 oxygen injection wells. From April 2009 until November <br /> 2009, the oxygen infusion system was shut down to perform a 6-month "rebound" test in order to <br /> assess the effectiveness of the oxygen infusion system and to determine whether concentrations <br /> of contaminants of concern (COCs) in groundwater would begin to increase in the absence of <br /> enhanced bioremediation. From this test Clearwater determined that a sorbed-phase COC source <br /> is present in the soil at 22-25' below ground surface (bgs), which was contributing to the <br /> increase in COC concentrations in groundwater detected after the 6-month rebound test was <br /> concluded. These findings were documented in Clearwater' s November 23, 2009 report: Third <br /> Quarter 2009 Rebound Evaluation and Groundwater Monitoring Report.
