(Stratus) , on <br /> your behalf for the above-referenced site. <br /> In DPE Pilot TestlMass Removal Event Results Report, Stratus reported that they had <br /> performed a 30-day Dual Phase Extraction (RPE) pilot test between November 20 and <br /> December 31 , 2013. During the pilot test, the DPE system operated for approximately <br /> 579 . 2 hours and approximately 125, 670 gallons of groundwater were extracted from the <br /> subsurface. Stratus also reported that an estimated mass of 82. 9 pounds of gasoline range <br /> organics (GRO) was removed from the subsurface in the vapor phase , and estimated <br /> masses of 0 .42 pounds of GRO, 0 . 12 pounds of diesel range organics (DRO) , and 0. 03 <br /> pounds of benzene were removed from the subsurface in the dissolved phase. <br /> Stratus stated that, based on the available site data and pilot test, DPE_ appears to be a <br /> viable remedial alternative for this site . Stratus proposed a smaller scale, localized remedial <br /> bPt system at air sparge well (AS- 1 ) , to reduce the benzene level sufficiently to enable the <br /> site to be closed under the Low Threat Closure Policy, adopted by the State Water <br /> Resources Control Board (SWRCB) on 17 August 2012. Stratus recommended that all <br /> parties involved with the case including the responsible party, Floyd Barnes , EHD, and <br /> RWQCB meet to discuss a strategy for achieving closure of site within a reasonable period <br /> of time. <br /> The EHD concurs with utilization of a smaller scale DPE system to reduce benzene <br /> concentration . The EHD is of the opinion that a meeting is unnecessary at this time , but will <br /> meet with all parties if requested by the responsible party, but cannot answer for the <br /> RWQCB. -Please-submit a Correction-Acti nc .Plan_ (CAP) that demonstrates the preferred <br /> cost effectiveness of the DPE technology compared to other technologies that may be <br /> effective on your site , and include proposed clean up goals and a Final Remediation Plan . <br /> Following a public participation period of 30 days, the EHD anticipates approving the CAP <br /> and your Final Remediation Plan. Our records do not include a record owners of fee title to <br /> the above-referenced site , as is required by Section 25297 . 15 of the California Health and <br /> Safety Code . Submit a complete list of record owners of fee title and their mailing <br /> addresses to the EHD; also certify that all have been informed of the pending final <br /> remediation plan . A form has been enclosed for this purpose. Please submit the <br /> — information at your earliest convenience . <br />
