Vincent Westphal - 3 - 28 April 2003
estimates of the useful life of the LTUs. The workplan shall also address impacts on groundwater
quality that might result from the use of chemicals to replenish the buffering capacity of the soil and
alternatives to the use of chemicals such as waste stabilization in a pond. By 18 September 2003,
Bear Creek Winery shall submit a Buffering Capacity Report describing the findings of the
investigation.
• FCE states that the winery has initiated source control measures to reduce the concentration of Total
Dissolved Solids (TDS) in the wastewater. By 14 July 2003,Bear Creek Winery shall submit a
technical report describing the source control measures that have been implemented and analytical
data demonstrating the effectiveness of the source control measures. The report shall also describe
additional source control methods that could be implemented and the anticipated resulting reduction
of TDS concentration.
• By 18 September 2003, the Discharger shall submit a Groundwater Well Installation Report. The
report shall be consistent with, and include the items listed, in the second section of Attachment A.
• Bear Creek Winery informed staff that a potable water well will be drilled in June, 2003. Because
the water quality from the well will influence the wastewater quality discharged at the site, supply
water quality information is required. By 31 July 2003, Bear Creek Winery shall submit a Supply
Water Quality Report that describes the quality of the water supplied by the new well. At a
minimum, the characterization shall include TDS, electrical conductivity, and general minerals.
• By 15 May 2004, the Discharger shall submit a Yadose Zone Monitoring Report. The report shall
.discuss the effectiveness of the LTU in treating applied wastewater, identify constituents not
adequately treated(if any), and alternatives that can be implemented to improve the LTU
effectiveness. Samples shall be collected prior, during, and after crush over at least a seven-month
period.
In addition, Bear Creek Winery shall implement the revised MRP Order No. 71-37 beginning with the
month of June 2003.
Failure to submit the above reports, or submission of inadequate reports or late reports, may result in
enforcement action including fines of up to $1,000 per day.
