Goldstone Land <br /> Company owns and operates Bear Creek Winery. Kautz Family Vineyards owns vineyards where <br /> wastewater will be discharged. Goldstone Land Company and Kautz Family Vineyards (hereafter <br /> Discharger) are responsible for compliance with Order R5-2016-0031. <br /> In order to reduce nutrient loading rates, the WDRs require the Discharger to increase land <br /> application areas sequentially by preparing Vineyards 3 and 4, followed by 5 and 6 for the <br /> application of wastewater, as improvements are made to the facility's wastewater treatment <br /> system. Provision H.1. c. of the WDRs states, "By 1 October 2016, the Discharger shall submit a <br /> Wastewater System Improvement Phase 1 Completion Report that certifies that the Vineyards 3 <br /> and 4 are fully functional and ready to receive wastewater in compliance with this Order. The <br /> report shall include as built drawings of the new land application areas and tail water collection <br /> system." <br /> Board staff has reviewed the 22 September 2016, Wastewater System Improvement Phase 1 <br /> Completion Report, the 10 November 2016 Amended Wastewater System Improvement Phase 1 <br /> Completion Report and the 28 March 2017 Supplemental information for Process Wastewater <br /> Application to Vineyard 6 Report(hereafter Reports). <br /> Based on staffs review, the Reports generally contain the information required by the WDRs. <br /> However, staff note that the Discharger has deviated from the vineyard development plans <br /> identified the WDRs. Specifically, the Discharger has prepared Vineyards 4 and 6 for application of <br /> wastewater and not Vineyards 3 and 4. Consequently, the Discharger has requested approval to <br /> discharge wastewater to Vineyards 4 and 6 at this time. The Discharger has indicated that the <br /> discharge to Vineyards 3 and 5 will commence after completing the wastewater treatment system <br /> improvements and submittal of the Phase 2 Wastewater System Completion Report required by <br /> the WDRs no later than 1 February 2019. <br /> Staff notes that the combined acreage of Vineyards 4 and 6 is approximately 19 acres larger than <br /> the combined acreage of Vineyards 3 and 4. Therefore, using Vineyards 4 and 6 at this time will <br /> further reduce the nutrient loading rates to the land application areas and is generally consistent <br /> KARL E.
