Analysis <br /> Background <br /> The applicant, the Stockton Open Air Mail, is seeking this Text Amendment in order to hoid outdoor <br /> events such as concerts and boxing matches at the existing Open Air Mall located on Wilson Way. <br /> Several such events have already been held at the Open Air Mall without benefit of any County approval. <br /> If this Text Amendment is approved, an approved Site Approval permit would be required. During the <br /> review of the Site Approval application, issues such as traffic control, parking, restroom facilities, and <br /> emergency response will be addressed for all possible events. <br /> Emergency Services <br /> The Office of Emergency Services (OES) requested that event organizers be required to comply with the <br /> San Joaquin County Emergency Action Plan process prior to each activity. This will be done as part of <br /> the Site Approval process. The OES also expressed concern regarding the expansion of outdoor <br /> entertainment activities in the industrial zones. In their referral response,they stated that outdoor activities <br /> for large numbers of persons increase the risk of exposure to industrial and commercial hazards such as <br /> hazardous material releases. In response to the concerns raised by OES, there are already people in <br /> these zones, and risks should already be held to a minimum.
