Former Mobil Oil Bulk Plant <br /> 500 East Grant Line Road <br /> Tracy, California <br /> September 30, 1991 <br /> 1.0 INTRODUCTION <br /> Mobil Oil Corporation retained Alton Geoscience to prepare a <br /> Problem Assessment'. Report (PAR) to address the remediation of <br /> petroleum hydrocarLon constituents in the soil and ground <br /> water at former Mobil Bulk Plant, 500 East Grant Line Road, <br /> Tracy, California. A site vicinity map is shown in Figure 1. <br /> The PAR was requested by the San Joaquin County Public Health <br /> Services, Environmental Health Division (PHS/EHO) , as an <br /> addendum to the supplemental site investigation submitted on <br /> July 9, 1991. This PAR addresses the following requests in <br /> accordance with the general guidelines described on page A-7 <br /> in Appendix A of the Recommendations for Prelimicary <br /> Investigation and Evaluation of Underground Tank Sites, <br /> April 3, 1989. <br /> 1. Describe the lateral and vertical extent of a problem <br /> 2. Perform a feasibility study and propose mitigative or <br /> remedial actions <br /> 2.0 REMEDIAL INVESTIGATION SUMMARY <br /> The following sections present a summary of the findings from <br /> the previous remedial investigations performed at the site. <br /> 2.1 �its P=_QLi l7, <br /> The former Mobil Bulk Plant is located at 500 East Grant Line <br /> Road, Tracy, California. The site lies at an elevation of <br /> approximately 33 feet above mean sea level in the Central <br /> Valley of Calij'.:-rnia. The property is presently a fenced, <br /> vacant lot. The surrounding properties are either vacant or <br /> commercial and industrial developments. Mobil abandoned the <br /> former bulk storage and distribution plant in 1988. All <br /> structures were. removed front the -property including one <br /> underground gasoline and four above ground diesel fuel <br /> storage tanks (Kaprealian, 1988a) .
