Human Health Risk Assessment <br /> Former Mobil Oil Bulk Plant 44-343 <br /> 540 East Grant Line Road <br /> Tracy, California <br /> 1.0 INTRODUCTION <br /> ' Alton Geoscience was retained by Mobil Oil Corporation to conduct a human health risk <br /> assessment for residual petroleum hydrocarbons at former Mobil Oil Bulk Plant 04-343, located <br /> at 500 East Grant Line Road, Tracy, California. See Figure 1-1 for 1-ie site vicinity map. <br /> The primary purpose of this investigation was to assess the potential human health risks posed <br /> ' by the presence of residual petroleum hydrocarbons in the subsurface soil and ground water. <br /> This document also provides a summary of the regional setting, site description and adjacent <br /> ' land use, site geology, local and regional hydrogeology, site investigations, and remediation <br /> activities. Included in this document is an evaluation of remedial altenzatives for soil and ground <br /> water, and the proposed final remediation plan for the site as expressed by the San Joaquin <br /> ' County Public Health Services (SJCPHS) in their letter of April S, 1993. <br /> ' 1.1 PURPOSE OF THIS DOCUMENT <br /> Environmental investigations conducted at the site indicated the presence of petroleum <br /> hydrocarbons in subsurface soil and ground water. The purpose of this document is to provide <br /> sufficient information to reach an informed risk management decision regarding the site. <br /> ' Specifically, this document provides a qualitative evaluation of *potential site mitigation <br /> alternatives, justification for the selected mitigation option, and a comprehensive human health <br /> risk assessment. The cumulative components of this document comprise the final remediation <br /> plan for this site. <br /> 1.2 SITE BACKGROUND <br />' In August 1988, Mobil Oil Corporation abandoned the former bulk plant. All structures were <br /> removed from the property including one underground gasoline itorage tank and four <br />' aboveground diesel storage tanks. Following removal of the gasoline tank, analysis of soil and <br /> ground water samples indicated the presence of total petroleum hydrocarbons (TPH) and <br />' benzene, toluene, ethylbenzene, and total xylenes (BTEX) (Alton Geoscience, 1993a). <br /> 1-1 <br />
