The site plan must show the general layout of tanks and piping and clearly identify locations of the
following equipment, if installed: 1)monitoring system control panels; 2)in-tank liquid level probes (if used for leak
detection); 3)devices monitoring tank annular spaces or vault;4)devices monitoring product piping; 5)devices
monitoring fill piping; 6)devices monitoring vent piping; 7)devices monitoring vapor recovery piping; 8)devices
monitoring vent/transition sumps; 9)devices monitoring under-dispenser containment; 10)line leak detectors; and
11)devices monitoring any other secondary containment areas.
CORRECTIVE ACTION: Immediately log into the California Environmental Reporting System (CERS)at
http://cers.calepa.ca.gov/and upload a copy of the UST Monitoring Site Plan.
This is a minor violation.
313 HSC 25290.1,25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight.
OBSERVATION:A small amount of liquid dripping from the fuel meter was observed in UDC 5/6, indicating a leak in
the primary containment.
REGULATION GUIDANCE:All primary containment for the UST system must be product tight.
CORRECTIVE ACTION: Immediately have a properly licensed, trained, and certified contractor repair or replace the
failed component(s), under permit and inspection of the EHD if necessary.
This is a minor violation.
315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003).
OBSERVATION: Oily liquid was observed in UDC 5/6, UDC 7/8,tank 4 and tank 5.
REGULATION GUIDANCE: If water could enter into the secondary containment by precipitation or infiltration, it
must be removed and disposed of properly.
CORRECTIVE ACTION: Immediately remove this liquid, make a hazardous waste determination per Title 22
hazardous waste regulations, and manage it accordingly. Ensure that all sumps and annular spaces are maintained
free of liquid.
This is a minor violation.
Overall Inspection Comments:
On site for the monitoring system certification on 5/5/2020 and 5/6/2020.
