GRANTLINE ROAD, <br /> TRACY(SAN JOA QUIN COUNTY} <br /> Staff has reviewed the request for no further action at this site, as submitted by your consultant, Alton <br /> Geoscience. According to Alton's reports, concentrations in groundwater of constituents of concern <br /> have declined steadily. The last groundwater monitoring was conducted in January and February 1997, <br /> and all wells reported non-detection for gasoline, MtBE, and benzene. Diesel was reported only in well <br /> AW-3 (490 ppb). Although most of the contaminated soil was removed, residual contamination up to <br /> 1000 ppm remains in the soil adjacent to the northwest boundary of the property, and concentrations up <br /> to 100 ppm remain in the north half of the property at depths close to, or at, the groundwater interface. <br /> Groundwater flows approximately northward, towards the Leprino Foods property across E. Grantline <br /> Road. Staff understands that Leprino Foods is aware of the remaining contamination but remains <br /> interested in purchasing the Mobil property. <br /> Alton's report proposes that closure include abandonment of all existing Mobil monitoring wells.. Staff <br /> has discussed this with Leprino Foods and with your consultants. Staff requests, as a condition of <br /> closure, that wells AW-5, AW-6 and AW-3 be retained. Leprino Foods has agreed to include these <br /> wells in their existing monitoring and reporting program (MRP) for a period of time to be determined by <br /> our staff evaluation of the MRP. Staff concurs with the proper abandonment by Mobil of the remaining <br /> wells. Leprino Foods further has stated that the areas of highest soil concentrations on the Mobil <br /> property will be covered by low permeability materials and used as a parking lot. <br /> Based on the information in our files and on reports submitted by your consultants, staff concurs that no <br /> further action is required by Mobil pertaining to these releases. Should additional, contradictory <br /> information be discovered, site conditions change or the purchase by Leprino Foods not take place, <br /> additional response may be necessary. <br /> The well destruction must be performed under permit and supervision of San Joaquin County <br /> Environmental Health Division.
