Box 388 • Stockton, CA 9520 Li-g6- <br /> 2091468-3420 \�� LJ <br /> TARA LYNCH SEP 9 1996 <br /> MOBIL BUSINESS RESOURCES CORPORATION <br /> 3225 GALLOWS ROAD ROOM 5W317 <br /> FAIRFAX VA 22037 <br /> RE: Former Mobil Bulk Plant SITE CODE: 1968 <br /> 500 East Grant Line Road <br /> Tracy CA 95376 <br /> San Joaquin County Public Health Services, Environmental Health Division <br /> (PHS/END) has completed review of the following reports prepared by Alton <br /> Geoscience: <br /> "Quarterly Progress Report Fourth Quarter of 1995" dated January 24, <br /> 1996; <br /> "Request for Groundwater Sampling Reduction and Well Abandonment" <br /> dated February 13, 1996; <br /> "Quarterly Progress Report First Quarter of 1996" dated April 26, 1996; <br /> "Supplementary Site Assessment Report" dated April 26, 1997; and <br /> "Quarterly Progress Report Second Quarter of 1996" dated June 30, 1996. <br /> PHS/EHD has prepared the following comments for your consideration. <br /> Groundwater monitoring results over the last three quarters continued to evidence <br /> relatively low levels of TPH-diesel, TPH-gas and toluene, below State of California <br /> Primary Maximum Contaminant Levels (MCL). The Secondary MCL for Taste and <br /> Odor was exceeded for the TPH-diesel contamination detected. Dissolved oxygen <br /> concentrations were monitored, at the time of sampling, and should be included in <br /> table format. <br /> The investigation reported in the Supplementary Site Assessment Report was <br /> performed to ascertain the extent of residual soil contamination following the 1990 <br /> excavation attempt. The soil sample results obtained from the four off site soil <br /> borings provided further delineation of the vertical and horizontal extent of the soil <br /> contamination evidenced in SB10 drilled and sampled during the 1994 soil <br /> investigation. <br /> Since soil samples were not collected following the excavation attempt, <br /> considerable investigation of the residual soil has ensued. As part of the closure <br /> evaluation process, the residual soil and groundwater contaminant mass must be <br /> estimated, as residual contaminants will continue to degrade water quality. <br /> A Division of San Joaquin County Health Care Services <br />
