• Mr. John MacLeod - 3 -
Chevron
3 -
Chevron Corral Hollow and Grant L,Iftwo,Road, Tracy ... 17 September 2009
3. The Closure Report does not include a table summarizing the well construction details for
all Site wells. Chevron needs to submit a Closure Report Addendum that includes a
summary of all active and destroyed wells at the Site. The table needs to include well
construction details for monitoring and remediation wells and indicate whether the wells
are active or destroyed.
4. The Closure Report does not include a summary of the sensitive receptors in the area.
Chevron needs to conduct a sensitive receptor survey and submit the results in the
Closure Report Addendum.
5. The 16 January 2009 Central Valley Water Board staff letter requested Chevron submit a
closure report that included all the items in Section 6.0 of Appendix A. The Closure
Report does not include boring logs and cross-sections showing the Site lithology.
Chevron needs to include cross-sections showing the Site lithology in the Closure Report
Addendum. .,
6. Soil data from 1995 indicate that soil concentrations were above the ESLs for gross
contamination. Chevron has not collected soil data since 1995. Prior to Site closure,
Chevron needs to collect soil data in the locations of the previous maximum soil
concentrations to determine whether these concentrations have decreased.
7. Central Valley Water Board staff cannot consider this Site for unrestricted closure until
Chevron shows the groundwater concentrations will reach WQOs within a reasonable
timeframe and soil concentrations are below gross contamination levels. Chevron needs
to continue monitoring the Site according to the MRP. Chevron may consider closing the
Site with a deed restriction that would restrict the use of Site groundwater and soil, or it
may evaluate methods of increasing the degradation of petroleum hydrocarbons in Site
groundwater.
In summary, by 15 November 2009, please submit a Closure Report Addendum that includes a
table summarizing well construction details for all Site wells, the results of the sensitive receptor
survey, and cross-sections showing Site lithology. In addition, prior to Site closure, Chevron
needs to show that groundwater concentrations will.reach WQOs within a reasonable timeframe
and soil concentrations are below gross contamination levels.
If you have any questions regarding this letter, you may contact me at (916) 464-4819 or
kshelton(a)waterboards.ca.gov.
KRISTI SHELTON, P.E.
Water Resources Control Engineer
Aboveground Tanks Cleanup Unit
cc: San Joaquin County Environmental Health Department, Stockton
Mr. Allen Just, Arcadis, Irvine
