This plan is included for your
reference.
After receiving the plan for fate and transport evaluation, and upon further consideration and
discussion, Mr. Rowe responded on April 3, 1997 by telephone. Mr. Rowe requested, during the
phone meeting, that the feasibility of performing partial vapor extraction to mitigate the
petroleum hydrocarbons be considered. He considered these chemicals to pose too high of a
human health risk to propose site closure after modeling only. Mr. Rowe preferred that actual
removal of chemical mass take place and that this work be performed in a manner that the
extremely high levels of contamination be addressed. The goal would be to remove contaminant
mass to a level that the residual contamination would be at a low enough concentration to prevent
migration into groundwater and thereby minimize the potential for impact to the drinking water
supply for this property. The goal is not total removal.
GTI has prepared a plan and a budget to address the concerns of San Joaquin County. These are
attached with other correspondence. The budget is based on a eight (8) month operational period
for the remedial equipment — soil vapor extraction and treatment by a thermal oxidizer (TO).
The TO extracts at 250 scfin, has 99.5% destruction efficiency and has been permitted for use
near schools by the SJVUAPCD.
Summary of Work to Date
Executive Summ
The exploratory work at this site has shown that gasoline was released from the former
residential UST and impacted the subsurface soils down to about 70 feet. The fuel oxygenate
compound, Methyl Tertiary Butyl Ether(MTBE), has been found at this site and may account, in
