On January 25, 2002, END directed that the monitoring wells at this site be placed on
a quarterly monitoring schedule immediately, that a quarterly report be submitted to EHD by April
. 1, 2002, and that the'water samples from the monitoring wells be analyzed for total petroleum
hydrocarbons as gasoline, benzene, toluene, ethyl-benzene, xylene and 5 oxygenates (MtBE,
DIPE, TAME, ETBE, TBA) using appropriate EPA Methods. Compliance with this directive has
not been accomplished.
L
In addition, the work approved by EHD in March 2001, to investigate the lateral and vertical
extent of the groundwater contaminant plume has not been performed. EHD is aware that you
.. have not been able to gain access to the private property north of this site to perform this
investigation. EHD staff went to the site on March 14, 2003, to evaluate other options after
discussion with State of California General Services Department staff. EHD approves the
installation of the deeper screened monitoring well described in the URS March 16, 2001, work
+ plan on site, west of the above ground storage tank. The information from this monitoring well
and the sampling, monitoring and reporting information from the current on site wells will be
discussed with the Central Valley Regional Water Quality Control Board prior to requiring further
off site investigation.
It has been over 2 years since data has been provided on the contaminant plume at this site. The
above work must be completed by July 15, 2003.
If you have any questions contact me at (209)468-3449.
Donna Heran, REHS
Director of Environmental Health
Margaret Lagorio, Supervising REHS
' Unit IV/LOP
1
V
C: CVRWQCB—James Barton
URS—Philip Cox
Albert & C Navarra
`- CA Dept General Service, James Meda, 707 3rd Street, Suite 4330, Sacramento, 95605
