Grant Line Road <br /> Tracy, California 95376 <br /> 1.0 INTRODUCTION <br /> This Final Technical Memorandum presents the scope of work and technical approach to <br /> conduct supplemental soil/soil gas/groundwater matrix investigation activities at the Former <br /> Pacific Gas and Electric (PG&E) Tracy Manufactured Gas Plant (MGP) Site located at 502 E. <br /> Grant Line Road in the City of Tracy, California (Site). This Supplemental Site Investigation <br /> work will be conducted to fill data gaps.identified during the implementation of the Remedial <br /> Investigation (RI) at the Site. The RI was conducted under the direction of the California <br /> Environmental Protection Agency Department of Toxic Substances Control (DISC) to comply <br /> with the substantive requirements of Voluntary Cleanup Agreement (VCA) Docket No. HSA- <br /> VCA 07/08-072 between PG&E and the DTSC. This Final Technical Memorandum includes <br /> revisions based on the comment letter addressing the Draft Final Technical Memorandum from <br /> DTSC to PG&E dated January 14, 2009 and the response to comment letter from Parsons to <br /> DTSC dated January 22, 2009. <br /> Previous investigations at the Site included a Preliminary Assessment (PA), conducted in June <br /> 1986; three investigations, including long term groundwater monitoring, conducted at the Site <br /> from November 1986 through November 1995 that focused on a former 1,500-gallon gasoline <br /> underground storage tank (UST); and a Site Investigation (SI) conducted by PG&E in 1989. <br /> Results from these investigations showed that MGP and gasoline UST related impacts including <br /> 1 <br />
