California 113-gional Water Quality Con Board <br /> IV <br /> Central Valley Region ( � <br /> Karl Longley, ScD, P.E., Chair <br /> Matthew Rodriguez Sacramento Main Office Edmund G.Brown <br /> Secretary11020 Sun Center Drive#200,Rancho Cordova,California 95670-6114 Governor <br /> Environmental Protection <br /> ection Phone(916)464-3291•FAX(916)464-4797 <br /> htip://www.waterboards.ca.gov/centralvalley <br /> PREPARATION OF NOTICE OF APPLICABILITY <br /> In-Situ Groundwater Remediation at Sites with Volatile Organic Compounds, Nitrogen <br /> Compounds, Perchlorate, Pesticides, Semi-Volatile Compounds and/or Petroleum Compounds <br /> TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: <br /> This will serve as notice that the Regional Water Quality Control Board, Central Valley Region (Central Valley <br /> Regional Board) has prepared a Notice of Applicability for coverage under General Order No. R5-2009-0149, In- <br /> Situ Groundwater Remediation at Sites with Volatile Organic Compounds, Nitrogen Compounds, Perchlorate, <br /> Pesticides, Semi-Volatile Compounds and/or Petroleum Compounds. <br /> Project Title: Pacific Gas and Electric Company, Former Tracy Manufactured Gas Plant Site, Tracy, In-Situ <br /> Remediation of Total Petroleum Hydrocarbons and Volatile Organics, San Joaquin County. <br /> Project location: 502 East Grant Line Road, Tracy <br /> Project Description: The Regional Board proposes to issue a Notice of Applicability to allow the Pacific Gas and <br /> Electric Company to be covered under General Order No. R5-2009-0149 for in-situ remediation of groundwater at <br /> the Former Tracy Manufactured Gas Plant Site in Tracy. The project consists of injecting approximately 2400 <br /> pounds of ozone over a seven month period at two locations on the site. The main goal of this project is to reduce <br /> residual concentrations of total petroleum hydrocarbons to less than 100 pg/L (taste and odor threshold). Soils have <br /> already been excavated to remove the source area of the petroleum to groundwater. Before, during and after the <br /> injection the groundwater upgradient and downgradient, as well as within the injection zone,will be monitored to <br /> determine the efficacy of the remediation and monitor for potential secondary unwanted pollutants. Under the Notice <br /> of Applicability and General Order,the project proponent is required to monitor the impacts on groundwater and <br /> comply with limitations. The overall site cleanup project is overseen by the Department of Toxic Substances Control <br /> (DTSC)and a work plan for the in-situ remediation was submitted to DTSC in 2010 and amended in 2012. <br /> The draft Notice of Applicability and Monitoring and Reporting Program are on file at the address above and are <br /> available for public examination at the Central Valley Regional Board, Monday through Friday between the hours <br /> of 8:00 a.m.to 4:30 p.m., as well as on the Central Valley Regional Board website at <br /> http://waterboards.ca.gov/centralvalley. <br /> All interosted agencies, groups and persons wishing to respond to the draft Noticc of Applicability are invited to <br /> submit written comments to 11020 Sun Center Drive, Suite 200, Rancho Cordova, California, 95670-6114,for <br /> consideration by the Central Valley Regional Board on or before 15 June 2012.
