X SHARP Management Manual <br /> +,R•a Former Tracy MGP Project Safety Plan(PSP) <br /> SECTION 2 - SCOPE OF WORK <br /> 2.1 SCOPE OF WORK <br /> Parsons, in their contracted role with Pacific Gas and Electric Company (PG&E), is providing <br /> Engineering Support/Site Oversight services for the work as specified in the Contract <br /> #4400000411. Parsons will act as the prime contractor for the investigation of the PG&E Former <br /> Tracy Manufactured Gas Plant (MGP) site. In this role, Parsons will oversee a yet to be <br /> determined drilling contractor that will implement the investigation at the Site. In addition, <br /> Parsons will collect samples for analysis to determine if there are potential impacts to soil, soil <br /> gas and groundwater at the site. PG&E retains the right to determine how many samples will be <br /> collected and what additional actions are required. Also, Parsons will have contractual <br /> authority/responsibility associated with the drilling contractor. <br /> The Former Tracy MGP site(site) is located at 502 E. Grant Line Rd., in Tracy, California. The <br /> site occupies approximately 5.22 acres of property. The Site is bound to the north by the existing <br /> PG&E substation which feeds a majority of the Tracy area; to the south by Hines Field, a vacant <br /> lot; to the east by a recently constructed industrial park; and to the west by railroad tracks owned <br /> by Southern Pacific. There are also residential properties located southwest of the Site just <br /> beyond the Southern Pacific Railroad right-of-way. The Site is currently owned by the PG&E <br /> and is used as a Service Center and electrical substation. An initial site assessment was <br /> performed on the property in October 1988. The following Site contaminants were identified as <br /> contaminants of potential concern (COPC):"Polycyclic Aromatic Hydrocarbons (PAH); Total <br /> Petroleum Hydrocarbons(TPH); benzene, toluene, ethylbenzene and xylenes (BTEX); and heavy <br /> metals. <br /> Parsons is contracted by PG&E to oversee the following scope of work: <br /> • Perform additional site characterization to further define the lateral and vertical extent of <br /> impacted environmental media as a result of previous MGP operations. <br /> • Provide sufficient data in support of the risk assessment that will evaluate and characterize <br /> potential human health and environmental threats to current and reasonably expected future <br /> human receptors posed by site-related contaminants in affected environmental media. <br /> • Provide sufficient data to develop and evaluate remedial action alternatives. <br /> 2.2 PROJECT SVETYPLANAPPLICATim <br /> This PSP and referenced documents applies to all locations, facilities, operations, and projects <br /> associated with contract work performed by Parsons and its subcontractors. Locations/sites <br /> covered under this contract include PG&E Former Tracy MGP site, 502 E. Grant Line Rd. in <br /> Tracy, California. <br /> 5 <br />
