FINDINGS FOR USE PERMIT <br /> 1. The proposed use is consistent with the General Plan, any applicable Master Plan, Specific <br /> Plan, and Special Purpose Plan and any other applicable plan adopted by the County. <br /> • This finding can be made because the Agricultural Processing-Food <br /> Manufacturing, and Animal Raising-Small use types are consistent with the 2035 <br /> General Plan General Agriculture (A/G) designation and may be conditionally <br /> permitted with a Use Permit application in the General Agriculture, 40-acre <br /> minimum (AG-40) zone. The proposed project is consistent with the goals, <br /> policies, standards, and maps of the General Plan, and there are no Master Plans <br /> or Special Purpose Plan applicable to this site. <br /> 2. Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other <br /> necessary facilities have been provided, and the proposed improvements are properly <br /> related to existing and proposed roadways. <br /> • This finding can be made because the necessary facilities and improvements <br /> are existing or proposed. The soil suitability/nitrate loading study approved by <br /> the Environmental Health Department has determined the proposed on-site <br /> wastewater treatment system is adequate for the development. The water supply <br /> will be provided by an on-site well permitted and regulated by the Environmental <br /> Health Department. Also as a Condition of Approval, the Department of Public <br /> Works is requiring the developer to provide drainage facilities that meet the <br /> requirements of San Joaquin County Development Standards for any additional <br /> runoff attributed to this project development. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the 40.39-acre parcel is of adequate size and <br /> shape to accommodate the proposed animal processing facility and chicken <br /> farm and all necessary improvements. The site plan shows that there is <br /> sufficient area for parking and circulation, in compliance with Standards of the <br /> Development Title. The access driveway meets the twenty-five (25) foot <br /> minimum requirement for two-way access. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or <br /> welfare or be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for the project found <br /> no potentially significant environmental impacts that could not be mitigated to a <br /> less than significant level. <br /> 5. The use is compatible with adjoining land use. <br /> • This finding can be made because the proposed use will not interfere with nor <br /> alter the current land uses on adjacent properties. The surrounding parcels are <br /> agricultural with scattered residences.
