PA-1800316 OF AHMED HUSSEIN (APN: <br /> 213-020-41, 213-020-38) (ADDRESS: 7300 W. DELTA AVENUE, TRACY) <br /> The applicant has submitted the above referenced Use Permit application for a slaughterhouse <br /> and chicken farm to include the construction of a 4,000 multi-purpose agricultural building with a <br /> 1,600 square foot slaughterhouse and 2,400 ag storage. The project also includes the <br /> construction of a 6,000 square foot chicken enclosure to house a maximum of 600 chickens. (Use <br /> Type: Agricultural Processing-Food Manufacturing; Animal Raising-Small Animals) <br /> The General Plan designation of the parcel is A/G (General Agriculture), and the zoning <br /> designation is AG-40 (General Agriculture, 40-acre minimum). <br /> The project site is located on the south side of West Delta Avenue, 3,000 feet east of South <br /> MacArthur Drive, Tracy <br /> The Community Development Department has reviewed the above referenced application and <br /> offers the following comments: <br /> Site Plan <br /> The site plan depicts two (2) 800 square foot pole barns located within the chicken enclosure. <br /> However, the application does not include these structures. The applicant must provide updated <br /> information regarding the scope of the project, and update project documents as necessary. <br /> Parking and Surfacing <br /> The site plan depicts thirteen (13) parking spaces. Pursuant to Development Title Table 9- <br /> 1015.3(b), the Agricultural Processing-Food Manufacturing use type requires 2.5 parking spaces <br /> per 1000 square feet of building. The Animal Raising-Small Animals use type requires 0.67 parking <br /> spaces per 1000 square feet of building. Therefore,thirteen (13) parking spaces would be required. <br /> The site plan appears to meet this requirement. This requirement may change based on any <br /> changes to the project scope. <br /> The site plan depicts "blacktop grinding" as the surfacing material for the driveway, and it does not <br /> depict the surfacing of the parking area or the maneuvering areas. Pursuant to Development Title <br /> Section 9-1015.5(e), all parking spaces, driveways, and maneuvering areas shall be surfaced and <br /> permanently maintained with asphalt concrete or Portland cement concrete to provide a durable, <br /> dust free surface. However, Development Title Section 9-1015.9 states that requirements of the <br /> chapter may be modified by the Director in cases in which, due to the unusual nature of the <br /> establishment proposed or the development proposal submitted for it, the requirements set forth <br /> in the Development Title may be considered insufficient or excessive. The applicant must depict <br /> required surfacing on a revised site plan or submit a modification request for review. <br />
