San Joaquin Valley '
AIR POLLUTION CONTROL DISTRICT HEALTHY AIR LIVING"
FEB 1 0 2020
Teddy Hernandez
County of San Joaquin
Community Development Department
1810 E. Hazelton Avenue
Stockton, CA, 95205
Project: Site Approval Application No. PA-1900143
District CEQA Reference No: 20200053
Dear Mr. Hernandez:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
project referenced above consisting of construction of an unmanned trailer parking and
storage facility for a maximum of 200 trailers which will include construction of a 80 square
foot bathroom (Project) located at 26901 South Hansen Road, in Tracy, CA. The District
offers the following comments:
1. Based on information provided to the District, Project specific annual emissions of
criteria pollutants are not expected to exceed any of the following District significance
thresholds: 100 tons per year of carbon monoxide (CO), 10 tons per year of oxides of
nitrogen (NOx), 10 tons per year of reactive organic gases (ROG), 27 tons per year
of oxides of sulfur (SOx), 15 tons per year of particulate matter of 10 microns or less
in size (PM 10), or 15 tons per year of particulate matter of 2.5 microns or less in size
(PM2.5). Therefore, the District concludes that the Project would have a less than
significant impact on air quality when compared to the above-listed annual criteria
pollutant emissions significance thresholds.
2. District Rule 9510 (Indirect Source Review) is intended to mitigate a project's impact
on air quality through project design elements or by payment of applicable off-site
fees. The District has reviewed the information provided and has determined the
project received final discretionary approval after March 1, 2006. In addition, the
District has determined that the project is above the District Rule 9510, section 2.1
applicability threshold of 9,000 square feet of other space.
Consequently, please submit an AIA application to the District at this time. The
application provides the required information to quantify emissions from the project
and determine the amount of mitigation required.
