Inc. (Wright) is pleased to present this proposal for General <br /> Contracting and Consulting Services at the above referenced property. Wright will meet with <br /> wives of the estate and San Joaquin County Public Health Services-Eavinoamental Health <br /> Division (PHS-EHD) at the site to evaluate the pawn" for soil Or groundwater contamination <br /> related to an undapound amp tank found and removed from the ground and stored at the site <br /> by representatives of the estate. Wright has prepared a brief history of actions taken to date by the <br /> estate and an outline of initial adieus proposed to determine if a release has occurred. <br /> Site History <br /> During the first week of November 1995, Wright was asked by the administrator of the Trust to <br /> visit King Island (Site) to look at a potential 1ST located under a �vered packing structure. <br /> Wright was informed there was a stroll hand pump which may kz connected to a boned tank of <br /> unitidown size which may have contained gasoline but the last known contents were unknown as <br /> the original properly owners were deceased Wright advised the trust of potential regulatory <br /> agcy mvdvememt if a petroleum tank was discovered,t+egttirements a9sociated with removing a <br /> petroleum UST and potential ddctiODS that may be raprirsd if a petroleum tank had been leaking. <br /> Approaches to determine the size, last contents and if a tank was in fact present were discussed. <br /> On November 10, 1995, Wright was contacted by the trust and was informed that soil over the <br /> tank had been removed, that a tank had been discovered, removed and placed upon the ground <br /> adjaoent to the above referenced location. Wright scheduled a visit to the island to look at what <br /> was dsaoveted for November 11, 199:5. During the November 11, 1995 visit to the island it was <br /> determined that the tank was approximately 500 gallons in capacity, that it had numerous small <br /> holes in the bottom. Wright inspected the soil stocky led next to the open excavation and detected a <br /> slight odor however the presence of rotting organic material in the soul could have been responsible <br /> for the slight odor. Wright su sted that the soil should be placed upon and covered by plastic <br /> sheeting and that analysis of sod"samples from the stockpile and excavation would determine if the <br /> odor was the result of rotting vegetation or regulated substances last contained within the empty <br /> tank. <br /> On December 9, 1995 Wright returned to the island and observed the stockpiled soil being placed <br /> on plastic and the tank pit being excavated. On December 9, 1995 Wright was given authorization <br /> by the trust to notify PHS-EM that a UST had been located and to obtain any permits which <br /> would be required for oversight by PHS-EHD. <br /> 4220 Commercial Dr.#5 Tracy,California 95376 �, <br />
