Box 388 <br /> Stockton, CA 95201-0388 <br /> Attrr Ms. Linda Turkatte <br /> Re: Naiome King Trust <br /> King Island: <br /> Underground Storage Tank Removal <br /> Sal Excavation and Disposal <br /> Dear Ms. Turkatte, <br /> On behalf of the administrator of the Naiome King Trust and Estate (Estate) I am submitting to <br /> your office the attached permit application for the removal of one underground storage tank <br /> (UST). This permit application is being submitted to initiate oversight of tank disposal <br /> operations, sal, groundwater and stockpiled soil sampling which is required for the tank which <br /> has already been removed from the tank excavation by the estate. In addition Wright <br /> Environmental Services, Inc. (Wright) has prepared a brief history of actions taken to date by <br /> the estate and a workplan outlining initial actions proposed to determine if a release has <br /> occured. <br /> Site History <br /> During the first week of November 1995, Wright was asked by the administrator of the Trust to <br /> visit King Island (Site) to look at a potential UST located under a covered parking structure. <br /> Wright was informed there was a small hand pump which may be connected to a buried tank of <br /> unknown size which may have contained gasoline but the last known contents were unknown as <br /> the original property owners were deceased. Wright advised the trust of potential regulatory <br /> agency involvement if a petroleum tank was discovered, requirements associated with removing <br /> a petroleum UST and potential actions that may be required if a petroleum tank had been leaking. <br /> Approaches to determine the size, last contents and if a tarn was in fact present were discussed. <br /> On November 10, 1995, Wright was contacted by the trust and was informed that soil over the <br /> tank had been removed, that a tank had been discovered, removed and placed upon the ground - <br /> adjacent to the above referenced location. Wright scheduled a visit to the island to look at what <br /> was discovered for November 11, 1995. During the November 11, 1995 visit to the island it <br /> was determined that the tank was approximately 500 gallons in capacity, that it had numerous <br /> small holes in the bottom. Wright inspected the soil stockpiled next to the open excavation and <br /> detected a slight odor however the presence of rotting organic material in the soil could have <br /> been responsible for the slight odor. Wright suggested that the soil should be placed upon and <br /> covered by plastic sheeting and that analysis of soil samples from the stockpile and excavation <br /> would determine if the odor was the result of rotting vegetation or regulated substances last <br /> contained within the empty tank <br /> On December 9, 1995 Wright returned to the island and observed the stockpiled soil being <br /> placed on plastic and the tank pit being excavated.
