Box 2009 0 (1601 East Hazelton Avenue) •Stockton, California 95201 <br /> c4�iFoa�� <br /> (209)468-3400 r 7 <br /> MR JOHN JOHNSON <br /> THE CUSTOMER COMPANY <br /> L4457 INDUSTRIAL PARK ROAD �� U <br /> BENICIA CA 94510 'NOV 0 61992 <br /> RE: 15 EAST GRANTLINE ROAD, TRACY, CA SITE CODE: 1404 <br /> Public Health Services Environmental Health Division (PHS/EHD) has <br /> reviewed the groundwater monitoring Quarterly Report, dated <br /> September 29, 1992 and prepared by Parker Environmental Services, <br /> and has the following comments: <br /> 1) Floating petroleum product was discovered in monitoring well <br /> four (MW-4) , California Code of Regulations, Title 23 ; <br /> Division 3; Chapter 16 (Underground Storage Tank Regulations) ; <br /> Article 5; Subsection 2652 (e) , states: "Free product removal <br /> reports prepared in compliance with sections 2655 of this <br /> article shall be submitted to the local agency within 45 <br /> calendar days of release confirmation. " Please comply with <br /> this statutory requirement. <br /> 2) The Quarterly Report that was received did not include a <br /> groundwater flow direction, or gradient. The report states <br /> the purge water was placed into a 55 gallon steel drum but did <br /> not state the disposition of the drum. The water was not <br /> analyzed for all the constituents requested by the July 30, <br /> 1992 letter. There is no professional stamp or registration <br /> number and expiration date on the report. These and other <br /> items are recognized as a reporting minimum. Future Quarterly <br /> Reports need to include, those items outlined by Appendix A- <br /> Reports, Tri-Regional Board Staff Recommendations for <br /> Preliminary Investigation and Evaluation of Underground Tank <br /> Sites and the water is to be analyzed for all the constituents <br /> found in Table #2 of the Tri-Regional Guidelines under "Waste <br /> and Used Oil or Unknowns. <br /> 3) Subsection 2562 (d) , of the regulations listed in item one of <br /> this letter, states: "Until investigation and cleanup are <br /> complete, the owner or operator shall submit reports to the <br /> local agency or regional board, whichever is overseeing the <br /> cleanup, every 3 months or at more frequent intervals, as <br /> specified by the local agency or regional board. " Your next <br /> Quarterly Report needs to be received by PHS/EHD and the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB) <br /> by January 20, 1992 to avoid enforcement action. <br /> t 133 . <br /> A Division of fan 302quin County HeWEh Care Scrv+ces 10 <br />
