Citation No. 03-10-07C-004
( NCYCC
Page_3
1
2 In accordance with Section 116650 of the Health and Safety Code, the above violation
3 is classified as a continuing violation.
4
5
6
7
BACKGROUND
a The Northern California Youth Correctional Center (NCYCC) is a state correctional
9 facility located southeast of Stockton. Construction of the NCYCC facilities was initiated
10 in 1966, including drilling of Wells Nos. 1 and 2 and -storage Tan rks Nos 1 and 2. Well
11 No. 3 was drilled in 1978 and Well No. 4 was drilled in 1988, along with the addition of
12 storage Tank No. 3.
13 Water for the facility is produced primarily from Wells Nos. 1, 2, and 4. Well No. 3 was
14 changed to a standby well several years ago due to high iron and manganese.
15 However, the most recent monitoring results from September 2003 showed <30 ug/I for
16 manganese and 67 ug/I for iron. Monitoring has confirmed the presence of
17 Tetrachloroethylene since August 2003. The current high concentrations in excess of
18 the MCL make the maintenance of the well in standby status appropriate despite the
19 decreases in iron and manganese contamination. The well is still maintained as a
20 standby well that can be used only for short-term emergency purposes.
21
22 The NCYCC system provides continuous chlorination treatment of the water s:N*ply and
23 also furnishes water from its system to the adjacent Northern California Women's
24 Facility (NCWF). The NCWF was closed as a women's prison in 2003 and the inmates
25' were transferred to other locations in the -State; however, some employees are still
26 1 located at the NCWF and the facility is used for variou,-4-Correctional Officer training
27 j purposes. NCYCC continues to supply water to the facility.
i
COURT PAPER ♦'' .
STATC o0 CALIFDRN{A
STD. 113 IRCV. 0.72 I
®S 34769
