Page 4
degraders of long-chain hydrocarbons such as lubricating
oil . The microorganisms present in both the contaminated
soil and the mushroom compost should thoroughly degrade the
TOG contaminants to form the non-toxic end products of
carbon dioxide, minerals, and water within 4 to 8 weeks .
Atmospheric oxygen will be supplied to the hydrocarbon-
utilizing microorganisms in the treatment bed by piping
placed within the bedand through which air will be drawn
using a vacuum pump. !.Soil moisture will be maintained by
sprinkling the treatment bed with water pumped from the
on-site well purge-water storage tanks after this water has
itself been itself biologically detoxified (this would be
accomplished by adding nutrients and pumping air into the
storage tanks) ?
During the course of the project , the treatment beds will
be monitored for rates of degradation, moisture content ,
soil chemistry, and biological activity. Confirmation of
the success of the treatment process will be through the fiJX `
collection and certified laboratory analysis of one
discrete soil sample for every 20 cubic yards of soil
treated. Each of the two discrete soil samples (one per
every 20 cubic yards of contaminated soil ) will be acquired
by driving a 1 . 9 inch diameter by 6.0 inch long clean brass
tube into the soil until each tube is completely filled
with consolidated material . Upon being withdrawn from the
soil , the ends of each tube will be covered with teflon
sheeting or aluminum foil , fitted with plastic caps , and
sealed with duct tape. Each tube will then marked and
placed within an iced, insulated container for trans-
portation to Priority Environmental Labs under chain of
custody. Certified analysis will subsequently be performed
for Total Petroleum Hydrocarbons as Diesel (TPH-D) using
EPA Methods 3550/8015, Total Petroleum Hydrocarbons as
Gasoline (TPH-G) , benzene, toluene, ethylbenzene, and total
xylenes (BTEX) using EPA Methods 5030/8015-8020, and Total
Oil and Grease (TOG) using 5M 5520 D&F.
The East Street site will remain fenced and the soil under
remediation will be kept partially covered and sufficiently
moist to preclude dust blowing into the shopping center
located adjacent to the treatment area.
As our goal is to reduce the levels of contamination to
below laboratory detection limits , EPM requests permission
to use the remediated soil as clean fill at 2360 East
Street .
Work will begin within two weeks of EPM's receipt of your
authorization to proceed. All work will be performed under
the direction of a Registered Civil Engineer in accordance
W61 D0\
