Two 55 gallon drums of drained used oil and gasoline filters were seen improperly labeled. 1 <br /> drum was labeled drained used oil filters and 1 drum did not have a label at all. Containers that have <br /> commingled gasoline/diesel filters and oil filters must be labeled "used oil and gasoline filters" <br /> Immediately properly label containers. <br /> 610. 1 55g drum of used oil and gasoline filters was seen open at the time of inspection. Used oil <br /> filters must be stored in a closed, rainproof container, labeled as "drained used oil filters," and marked <br /> with an accumulation start date. Immediately close the drum and ensure that all used oil filters are <br /> managed in this way. <br /> 703. An emergency coordinator and modified contingency plan information is lacking. There must be <br /> at least one emergency coordinator on site or on call to coordinate emergency response measures, and <br /> the following information must be posted by a phone: the name and phone number of the emergency <br /> coordinator; location of fire extinguishers, spill control equipment, and if present, fire alarm; and the <br /> phone number of the fire department, unless the facility has a direct alarm. Immediately appoint an <br /> emergency coordinator and post the required information by a phone. A form is provided that can be <br /> used for this purpose. Submit proof of correction to the EHD by July 26, 2014 <br /> 703. At the time of inspection, it could not be demonstrated (not necessarily documented) that <br /> employees who handle hazardous waste were properly trained. Nickolaos said there was no hazardous <br /> waste training provided to himself or any other employees who handle hazardous waste. He stated <br /> aerosol cans would be commingled with the used oil and gasoline filters for disposal. He also stated <br /> before doing the walk through used oil filters would be drained, crushed and thrown away. Drained used <br /> oil and gasoline filters were seen stared in containers for recycling as scrap metal. The generator must <br /> ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste <br /> handling and emergency procedures. Immediately provide training to all employees who handle <br /> hazardous waste and submit a copy of the training records to the EHD by July 26, 2014. <br /> 9999. Electronic submittal requirement on the California electronic Reporting System (CERS) has not <br /> been met. Facility shall submit electronic information for hazardous materials management, including <br /> hazardous waste, on the CERS website, which can be found on http://cers.calepa.ca.gov/. Immediately <br /> comply with the CERS electronic submittal requirement per this section. The CERS ID #assigned to <br /> this address is: 10183381.
