That request provided rationale that the site should be considered suitable for <br /> environmental closure. The attached Addendum Work Plan,prepared by Pacific Environmental <br /> Group, Inc.(PACIFIC), is herein submitted to satisfy a San Joaquin County Environmental <br /> Health(PHS/EHD) letter request dated September 26, 1997. Within the attached addendum <br /> work plan, PACIFIC states that it is their opinion that the necessity of the addendum is founded <br /> on the need to comply with the PHS/EHD request,while the case is being reviewed by the Fund, <br /> rather than on technical merit, and that it is their technical opinion that the site is suitable for <br /> environmental closure. Please note that Tosco concurs with these opinions. <br /> Implementation of all or portions of the work elements outlined in the addendum work plan will <br /> be pending a final response from the Fund regarding their review of the case. During a November <br /> 24, 1997 telephone conversation, Mr. James Munch of the Fund indicated to Bob Wenzlau of <br /> PACIFIC that the Fund should provide a response within 60 days (January 23, 1998).
